Horizons Immigration Consulting was founded by Rowel Mercado in 2002,
after migrating with his family from Japan in 2000.

We assist many clients including individuals, families, and investors realize their dreams by
facilitating the migration process.  With over 16 years of industry experience, our team of
advisers is confident to represent our clients and provide them with sound recommendations,
guidance, and advice.

support our clients on and offshore.  We provide reliable and timely advice, tailor-made to our
